CTCID Successfully Participates in ICID 2025 Malaysia Annual Meeting (The 76th International Executive Council Meeting and the 4th World Irrigation Forum)
The 76th International Executive Council
Meeting and the 4th World Irrigation Forum were held from September 7 to
September 14 in Kuala Lumpur, Malaysia. The forum brought together experts,
scholars, and practitioners from around the world who are dedicated to
agricultural water management, climate change, and irrigation and drainage. The
event was a tremendous success, drawing an unprecedented level of
participation.
The Chinese Taipei Committee on Irrigation and Drainage (CTCID), led by Chairman Dr. Ray-Shyan Wu, formed a delegation of 28 members from various organizations, including regional offices of the Taiwan Irrigation Agency, universities, and research institutions. The delegation comprised 12 working group members, 9 representatives from group members, 2 members of the Secretariat, and 4 presenters. CTCID expresses its gratitude to the Taiwan Irrigation Agency, Ministry of Agriculture, for its strong support and resources, which enabled the delegation to deliver an outstanding performance during the event.
This year’s annual meeting continued to
expand participation in ICID working groups.
- Prof. Ya-Wen Chiueh was
appointed Vice Chair of the Working Group on Irrigation and Drainage under
Socio-Economic Transformations (WG-IDSST).
- Prof. Li-Chi Chang joined the
Working Group on Water Harvesting for Mitigating Water Scarcity
(WG-WHMWS), with her proposal accepted by the council.
Currently, among ICID’s 12 working groups, 8
are led by CTCID members in core positions, reflecting Taiwan’s strong
presence and influence in irrigation and drainage. These include:
- Dr. Ray-Shyan Wu, Chair of the
Working Group on Climate Change
- Dr. Jui-Chi Kao, Chair of the
Working Group on Sustainable Coastal Ecosystem Restoration
- Prof. Yu-Chuan Chang, Vice Chair of
the Working Group on Modernization of Irrigation under Value Enhancement:
Organizational and Institutional Management
- Prof. Hwa-Lung Yu, Vice Chair of
the Working Group on Irrigation and Development
- Prof. Ming-Che Hu, Secretary of the

- Dr. Feng-Wen Chen, Secretary of the

- Prof. Ya-Wen Chiueh, newly

Socio-Economic Transformations
These appointments clearly demonstrate
Taiwan’s capabilities and influence in agricultural water management.
Looking ahead, CTCID will continue to
promote sustainable agriculture and water resource management while leveraging
international platforms to enhance cross-border collaboration. By jointly
addressing climate change and water resource challenges, CTCID aims to
contribute even more significantly to the sustainable development of Taiwan’s
agriculture.
