Section I <General Provisions>

Article 1
The name of this committee shall be International Commission on Irrigation and Drainage, Chinese Taipei Committee (hereinafter referred to as CTCID).

Article 2
The objectives of CTCID aim at promoting the international and domestic academic research and development, technical cooperation, information exchanges, and education and training, relevant to irrigation and drainage; so as to enhance the national technologies on irrigation and drainage.

Article 3
CTCID shall situate where the central government of Republic of China is located.
Section II <Duties>

Article 4
The duties of CTCID include:

  1. Undertaking the affairs of communications and cooperation with International Commission on Irrigation and Drainage (hereinafter referred to as ICID) Central Office.
  2. Participating in various ICID meetings and other related international conferences.
  3. Implementing the tasks of international research and development, education and training, relevance to irrigation and drainage.
  4. Collecting references documents and the report of research outcomes and carrying out information exchanges between the domestic and the international relevant to irrigation and drainage.
  5. Publishing relevant information on irrigation and drainage, and promulgations of ICID.
  6. Assisting the government in improving the national infrastructure developments on water resources and agricultural engineering.

Section II <Duties>

Article 4
The duties of CTCID include:

Section III <Members of CTCID>

Article 5
The Members of CTCID(hereinafter referred to as Members) fall into three categories, which include:

  1. Institutional Members:Any governmental bodies, academic institutes, technical consultant institutes, academic organizations, irrigation associations, and other legal bodies, whichever agrees with and support to the objectives of CTCID, may be admitted to as an Institutional Member through a written application, the approval by the Committee Assembly, andsubmission of membership fee; than one each of Institutional Member shall be appointed by and delegate to all such institutions.
  2. Honorary Members:Anyone in the domestic or overseas with outstanding academic achievements in the field of irrigation and drainage, great contributions to CTCID and, all former chairpersons and vie chairpersons of CTCID might be awarded as the Honorary Members of CTCID.
  3. Patronizing Members:Anyone who is voluntarily willing to render his contributions to promote th e affairs of CTCID, or whoever is enthusiastic in providing financial support to CIC/ICID,via the recommendations of not less than to Members, and obtaining the approval of Assembly meeting, CTCID might admit them as the Patronizing Members.

Article 6
The Members of CTCID shall be vested with the rights hereunder:
Institutional Members:

  1. Rights to speak and vote at the Committee Assembly
  2. Rights to elect and be elected
  3. Rights to receive the complimentary publications from CTCID and ICID
  4. Rights to apply the allowances for attending various conferences sponsored by ICID
  5. Rights to participate in any conferences which CTCID deems to be needed to attend.

Honorary and Patronizing Members:

  1. Except exclusive form the rights to vote, to elect, and to be elected, Honorary and Patronizing Members shall have the same right with Institutional Members. Where as Honorary Members are exempted from payment of membership fee.

Article 7
The Members of CTCID are obligated to perform the matters stipulated hereunder:

  1. Institutional Members are obligated to submit the membership fee of CTCID.
  2. All Members are responsible to follow all stipulations of this Constitution and, to carry out the resolutions of assembly meetings of CTCID.

Article 8
The rights of membership of all Members shall be terminated if violation incurred to any of the follows:

  1. Fail to carry out the obligations of Member without justification.
  2. File the application to membership withdrawal.
Ruin the reputation of CTCID.

Section IV <Organization>

Article 9
CTCID shall set-up one Chairperson and several Vice Chairpersons, to be elected among all Members and, serving a term of three (3) years each. In addition to undertaking the overall administration and presiding various meetings or conferences internally, the Chairperson is authorized to delegate CTCID to handle any related external matter;while the Vice Chairpersons shall perform as an overall assistants to the Chairperson.

Article 9-1
CTCID may have one Honorary Chairperson and several Advisory Counselors, to be recommended by the Chairperson and approved by the CTCID assembly meeting. The term of service is the same as Chairperson in principle.

Article 10
CTCID shall install a Secretariat with one Secretary General, three Vice Secretary Generals, several secretaries, and several assistants, employed by the recommendation of the Chairperson and approved by the Committee Assembly. Vis-a-vis, the dismissal, the same procedures.

The remuneration and allowance of the Secretariat personnel shall be estimated by the Secretary General and, submitted by the Chairprerson to the Committee Assembly for approval.

Article 11
CTCID may if needed establish various working committees with the approval of CTCID Assembly’s and, the Guidelines for such committee must be stipulated accordingly.

Section V < CTCID Assembly>

Article 12
The responsibilities of the CTCID Assembly are as follows:

  1. Electing Chairperson and Vice Chairpersons.
  2. Approving annual work plans, working reports, annual budgetary plan and annual financial report.
  3. Other matters entrusted by CTCID.

Article 13
The annual CTCID Assembly meeting shall hold once every six months to be called by the Chairperson.

The Chairperson may call for a temporary CTCID Assembly meeting whenever needed; or under the request of not less than one tenth of total Members.

If the Chairperson does not call for the Assembly meeting, one month after request submitted, the Members who submitted the requested may call for the temporary meetings by themselves. The resolution of the temporary meeting shall be effective, when the meeting is attended by a half of the total Members and the resolution is agreed upon by a half of attended Members. While the matters in respect of amendment to the Constitution and(or) the trade of the real estates of CTCID, the resolution can be effective only that, the meeting are attended by a half of the total Members, and the resolution which has been agreed upon by three fourth of the total attended Members.

Call for the above-mentioned meeting shall provide with written invitation letter;while the resolution(s) reached by the meeting shall be prepared in a formal form of written proceedings, to leave as the evidence.

Section VI <Revenue of Budget>

Article 14
The revenue of CTCID budget shall include:

  1. Membership admission fee
  2. Regular membership fee
  3. Subsidies and Donations
  4. Other incomes

The rate of items (1) and (2) shall be regulated by the committee.

Section VII <Miscellaneous>

Article 15
The annual meeting of CTCID is set on any date from the 1st of January to the 31st of December every year.

Article 16
Any inadequacy in this Constitution shall be amended via CTCID Assembly meeting.

Article 17
Any matters without stipulating in this Constitution herein shall be applicable to the relevant laws and regulations of Republic of China whichever are suited.

Article 18
This Constitution shall be enforced after the approval of the CTCID Assembly meeting is obtained;vis-a-vis, the amendment procedures, the same.

Article 19
Upon the dismissal of CTCID its remnant properties shall be transferred to the autonomous organization which situates where the committee located, or other institute appointed by the competent governmental authority in charge.
